John Steven Coulter, of Moss Point, Mississippi, and formerly of St. Paul, Minnesota,
passed away on February 22, 2026, at home, due to cardiac causes.
John was born on December 17, 1959, in Chicago, to Doris Collins Coulter and Harvey
Coulter, the fifth of six children. He attended Carnegie Mellon University, where he
earned a bachelor’s degree. He served in the United States Army and was honorably
discharged. Subsequently, he had a long and successful career with the United States
Department of Agriculture. There, he played a vital role in administering technology
contracts for the food stamp/SNAP and WIC programs, including compliance, fraud
prevention, and detection. He felt very strongly about the importance of his
department's mission. He retired from government service in 2023.
John was preceded in death by his parents. He is survived by his siblings: Christopher
(Pamela) Coulter, Michael (Anna) Coulter, Carol Coulter Jones, Robert (Jeanne)
Coulter, and Steven Coulter. He is also survived by Sarah Dye, his former wife and
close friend, for whom he held a cherished place in his heart. He is uncle to Lindsey
Coulter, Charlotte (Cassandra) Dye, Cecilia Dye, Catherine (Nicholas) Dye, Chelsea
Jones, and Ethan (Michelle) Weinstein. He is also survived by his beloved dog, Betsy.
John was renowned among his loved ones for his excellent cooking. He will be fondly
remembered for several holiday feasts that he and Sarah hosted and prepared for
family members in their home. He enjoyed fishing when he had the opportunity. He also
loved animals and was devoted to animal welfare.

John was a kind, loving, and generous man with a wonderful sense of humor. He left us
far too soon, but his memory will live on in our hearts.
